Eight chapters
The charter
The charter is Blockline's campaign: 8 chapters, each set by one of the city's advisers, that take a settlement from its first street to a lasting metropolis.
Each chapter sets a handful of objectives (a population, a level of coverage or happiness, a building or two) that the city must reach and then hold for a while. Holding matters: a target met for a single moment does not count, so the charter rewards cities that are genuinely stable rather than ones that spike. Completing a chapter pays a grant into the treasury ($110,000 across the whole charter) and unlocks new buildings, and three of the chapters raise how densely you may zone.
New buildings arrive only when the city has proved it can support them, so the build menu grows with you instead of overwhelming you on the first day.
