The charter · Becoming a city
05 · A skyline of our own
Becoming a city. Complete it for a $12,000 grant.
Two and a half thousand people trust us with their future. Prove that our networks can carry them. Complete this charter to permit the tallest buildings and establish our university and hospital.
Objectives
| Objective | Target | How |
|---|---|---|
| Residents | 2,500 | Zone homes beside connected streets. Supply power and water, then leave room for shops and jobs. |
| Power coverage | 90 | Connect power lines from a generator to the streets serving your buildings. |
| Water coverage | 90 | A water tower supplies the city; mains connected to it expand distribution. |
| Happiness | 60 | Keep jobs close to homes, supply utilities, add parks and avoid excessive residential tax. |
What it unlocks
Completing it unlocks Hospital, City Hospital, University, Data centre, Museum, Nuclear plant, Courthouse, Police HQ, City Prison, Shopping mall, Recycling centre and Highway. It also raises the zoning density cap to 4.
How to approach it
Two and a half thousand residents with power, water and happiness all holding is a stress test of everything built so far. Networks that coped with a town start to fall short, so this is the time to plan grids properly: bigger plants, more water supply, and a look at the underground view to make sure every district is actually connected.
The reward is large. Completing it lifts zoning to its highest density and unlocks the institutions a city needs, from the University and Hospital to the one-per-city Police HQ, City Hospital and City Prison, each of which you can walk into and run.
